He's more likely the next Ross Ventrone - how many times did he sign/release/sign/release? Twenty?
 
Someone has to run the plays the Pats installed for Cam.
 
The geniuses over at FinHeaven seem split on this. Most of them wanted to keep him and thought he would contribute to their team this year. Some of them say it's just to get the playbook (that's what Jets fans said about Woodhead). Others are just ranting about Spygate.
 
Let’s also not forget who we play game 1, Perry’s former team. Probably still has the playbook on his iPad ;)

Makes sense - might be one of those moves they’ve done in the past, where they claim the guy for their 53, wait until everyone else gets their PS assembled, then release him and teams are now already done assembling their rosters so he goes unclaimed the 2nd time around and then resigns with the practice squad.
 
So his combine numbers aren't eye popping. Good, but not eye popping. I also decided to watch his highlights. I wasn't particularly impressed. The only thing I saw that looked like it might pop a bit was his single step acceleration when going north to south. Everything else was fairly mundane. With a project like this you'd hope for more elite athletic traits. Incomparison, look at Edelman's college highlights after looking at Perry's. You'll see he isn't all that close to having what it takes.
 
Perry is not a QB, emergency or otherwise. Anybody who watched Navy knows that passing was a last resort. His job was to run and to pitch. He has elusiveness and worked as a returner in camp for the Dolphins but never won that job.
I count only 6 throws in a five and a half minute highlight reel from 2019, which speaks to your point, although some would say one throw (3:30) Cam wouldn't have been able to pull off last year.

Maybe this guy is gonna be the next Welker who was "slow" - 4.65 40, "unathletic" 30 VJ, but strangely elusive and from the Dolphins (although I was hoping Ford was going to be that guy last year).

 
Always good to have a couple of guys that you can throw the double pass with.
 
I really like the perry signing. I do not know how long it will take him to learn the playbook, but if he gets a chance, he could be dynamic in our offense.
 
Makes you wonder if Bill/McDaniels had plays specifically drawn out for cam in short yardage/rz situations (think t.hill), all while Mac took the rest of the snaps. Cam balks at the idea ..demands to be released and here we are.
