I didn’t even like it when Bill used it. It feels like a soft lock on the game that has nothing to do with skill
Bill used it in a game when he didn't need it so he sort of got what he deserved.
I think the smart thing would have been to keep it to himself and/or save it for a time when you could use it to your tactical advantage in a more meaningful situation.This was the the effective way to get the rule changed. BB could have talked until he was blue in the face and it wouldn't have made 10% of the impact of actually using this in a game - even in a game where it was totally irrelevant.

He was trying to take a 5 yard penalty for a better punting position. The other coach declined the penalty, so Bill had the ST commit another penalty to get those extra 5 yards again.
The clock kept running to which Bill in the post game press conference even said it was a weird loophole that would probably get corrected in the next season.
