Something that may be overlooked here is the signing bonus for Dugger. These are tough times with many Americans unemployed. Maybe Dugger needed some money now to support his family and himself. Jobs aren't aplenty out there so maybe BB had to make space so the Pats could throw some money to KD sooner than later.Why would there be desperation ? They could have waited another 2 months before signing Dugger if they wanted. There is no pressure at all to have cap space right now just to sign the draft picks.
To me this implies that the team is aware that this will be a very challenging season for all rookies given the extraordinary COVID affected preseason. Also they projected that Chung has still something left in his tank.

Harris was behind Michel, Burkhead, and White. You seem to forget that WHITE went through the same thing as a rookie despite the numerous injuries ahead of him.
The only struggles that Michel had was a crappy run-blocking O-line because they didn't have Andrews all season, Wynn for 8 games, a true blocking FB after Develin and Johnson went down or a half-decent blocking TE.. The return of Wynn made the running game significantly better for everyone as did Roberts showing he could block as a FB..
This extension will add $2.25M to 2021 dead money if he retires after this season.

All three position groups in your post are strengths of the 2020 Patriots with excellent depth and a combination of youth and experience. Chung's return to the secondary is a low-cost move while other position groups (QB and LB respectively) adapt to new starters.
The thing about this backfield is that they will know where to line up and what their assignments are on every play. Stidham can focus on his job and not be concerned about anyone being out of position. If the OL is intact when the season gets underway (Wynn, Thuney, Andrews, Mason, Cannon), the only other rookie on the field will be a tight end. That makes Stidham's transition to starter a lot easier.
If Damien Harris and Yodny Cajuste can step up as depth players, the offense should be solid, not great, but solid.
As I've posted elsewhere, I fully expect BB to trade for or sign a good veteran wideout to add to the current group. It made perfect sense to stay out of the rookie WR draft sweepstakes given that he has two 2nd year contributors on the roster already.

Enough with the safeties
For all the people screaming "what about the children" (Duggar) remember the Pats lost not only Harmon but Ebner as well. Not only do they run a lot of three safety sets on defense but these safeties play special teams as well and Duggar may have his hands full as a punt returner.
Chung received extensions in 2018, 2019 and 2020 with two of those being multiyear deals including the last one. It's all funny money. When we see the real contract details and guaranteed dollars we'll know what he's making.
