3 which includes Jules who will throw at least 10 passes this year.

As long as drafting one includes signing a UDFA QB, e.g. Johnny Foxboro, that's my take
 
3 with the 3rd one being a rookie to push Stid.
 
I've got my jersey ready for anything that happens this season...

Stidham starter, Hoyer veteran back up, player to be named later as developmental prospect. That seems to have been the norm for about the first 10+ years of BB's tenure.
