Hypothetical question: if we claim him, and he doesn't report, do we still need to clear space on the roster?

About as close to Bart Scott as they come. Couldn’t see this pos coming in with a good attitude to play for this organziation anyway. Where would he even play if they did? He’s not better than Van Noy, Collins or Hightower anymore.
