Seems like a waste of time to pre-negotiate if the team in question doesn't know if they'll even have an opportunity to sign him. Maybe not. I don't work for an NFL team.

Agree with the premise but we already have confirmation it wasn't the Cowboys. Some team should take a flyer and hope they get a high compensatory pick.
