You can wish/expect/demand whatever you want from the refs but I have been watching it for nearly 50 years and bad calls have always happened and always will. Only difference is quality of TVs and the 24/7 coverage, Don't disagree about players getting fined for hit angles they have no control over and remain surprised the player association agrees to it.
Horrible officiating being excused by previous horrible officiating.

My guess(tinfoil hat/doobie ramble alert): the dysfunctional teams get the benefit of chaos, where the experience in such leads to an edge in competitiveness. The good teams don't care when things get screwy to pump the breaks on a 33-3 lead with 9 minutes to go in the third. The league gets to bloviate about nonexistent parity (look over there-Dak gets Samchized!). The cream settles at the top, year after year, with a few swings in conference power (usually a bad division or two per year) providing cinderella stories to sell for wild card weekend. Then the league "hand picks" their teams of blind mice to impose their buffoonery upon the masses.
