Because at the time he was traded I did not think he was weak at the point of attack, found him to be good in coverage, and most of his inconsistencies (free-roaming mostly) seemed be coachable things. In hindsight after everyone did their typical "Well of course we traded him, he sucked!" routine we typically do after surprising moves, I wasn't as baffled anymore but let's not act like it didn't surprise a lot of us.
ETA: Our depth at the time after cutting him was also something I distinctly remember being worried about

Good thoughts.One thought I just had, and I acknowledge it might be too far out there to be realistic: what if we played Collins primarily on the edge, perhaps in packages where the pass rushers are standing? It would at the very least mask the coverage deficiency. We have a much bigger need on the edge than at ILB right now.
If we moved Collins to edge rusher and it worked out, that would make the Chung comparison perfect. Perhaps the second chance is because the staff felt they could deploy him in a smarter way this time.
The obvious downside is that he's almost 30 and hasn't ever really played the position full time. Another con might be his propensity for freelancing could get him destroyed on the edge on running plays. But it could be worth a shot.

Sure but Jamie's issue wasn't positional misuse. He was looking to get paid and tried to be Superman every snap.One reason that Chung improved the second time around is that he was put in a better position to succeed, pun intended. Maybe it will be the same way with Collins.
