I don't think there is actual reasoning behind it. If they are all about player safety, they will give coaches a lot of flexible on the bench and not try to limit them. Who knows what the rational was on this 46 only players out of 53?

I know what you mean, my **** is actually gargantuan it's just my rhino balls make it look tiny. I tell women it's an optical illusion but they're always too busy holding out an empty palm waiting for the agreed upon money to care.
