It's really dumb. 2 oz isn't that much and he likely brought it down for personal use on vacation, as you said. But traveling with weed internationally is always a terrible idea. Not sure how much is considered trafficking. If it was enough to be co side red trafficking he might still be sitting in jail in Costa Rica.Harmon probably heard that Costa Rica weed laws are light and thought it would be ok to bring some down there on vacation. Obviously he didn’t think things through that it might be considered drug traffiking by US officials.

Good thing for the Pats that the NFL has a very complete set of rules in place regarding drugs. This should be a 1st offense for Harmon. Which should only require him to enter the NFL's Drug Program. Any further offenses, though and he'd be looking at suspension.
