Correct for players that are runners. The rules state that airborne players must have the ball inside the pylon. Stops people from just driving towards the goal line out of bounds from 5 yards away.

White only needed to get the ball across the goal line before stepping out of bounds. Tapping his toe in bounds with the ball still not across the goal line would not be a touchdown. It's the ball location not his body.
