Point of NFL Rule Book?

I don't know if this has been addressed at all, but why does the NFL have a rule book if everything can be arbitrarily ruled as an "integrity of the game" violation. Brady and the NFLPA need to blow this shyte out of the water so that Rog can actually follow the penalty protocols in place.
 
Keep in mind that Kraft and the other members of the ownership fraternity he cherishes gave the power to the POS. So thank you Bob for creating and protecting your team's worst enemy.
 
You guys just fail to see that Roger is trying to run a true democracy. He gives the people what they care most about. Punishment by popular opinion.

It's the intentional setup/spin by the media that is causing all those problems. I mean a leak isn't anything if it never sees the bit of the internet (meaning it has no byte).
 
There is no rule book it's the top 1 % Rule
