This is actually a great idea...properly done with every possible preventative measure taken to ensure the records are not able to be accessed by anyone not authorized this could be beneficial to people.

Last week I signed a release allowing my doctors to consolidate my medical records... think consolidation is great idea, and may help streamline medical care...
It's not a bad idea at all if there can be found a way to make sure that they can't be hacked into. (Or at least as sure as possible since nothing is impossible.)
There were countless times in the ER when we would be unable to access a patient's history. No one likes to think they will be unable to recount their own story but it happens much more frequently than you'd like to think.
Past history is essential to any diagnosis and early access to it can be lifesaving.
One of the more tragic aspects of not having a history were the old people brought in from nursing homes. Nursing homes are notorious for not sending records along with the patient and usually families are hard to find in a hurry. So many of them ended up being DNRs but without the actual documents (which nursing homes lose all the time) or a family member present and willing to sign the hospital must do everything possible to save their life. Once you're on a ventilator it's virtually impossible to take you back off without a court order - even if the DNR document is produced at a later date.
More mundanely, you can't give antiobotics if you don't know allergies, blood typing takes time, whole work-ups need to be done to diagnosis diseases the patient already knew they had - but the doctor didn't.
Plus, people forget.....You'd be amazed at how many people forget what medications they take or what surgeries they've had.
They also lie - making it very hard to treat them properly.
Electronic access to medical records would be helpful at worst - life saving at best.

Technically, your medical records are property of the hospital you visited, just like your cars records when you get an oil change or anything else.
I don't know how you could protect your medical records other than ensuring you go to healthcare facilities that respect yrou privacy via a contract that you sign.
There will be plenty of surprises in Obamacare for the defenders of privacy and freedom, if this bill passes the common everyday American and his Health Needs will be at the mercy of The US Government, Obumbo, Pelosi, Reid and the rest of the Washington Pigs will still have their very own little Dr Feelgoods, good luck, God Be With You.
