Which way do most NFL teams decide who to draft?

I think the most interesting thing about the draft is it is never easy to predict even 30% of the actual draft selections in the first round because some teams pick according to who the best player is at the time of their pick while some teams go by need at their weakest position.

To correctly predict what teams are deciding to do at this point is even harder than the actual selections themselves - some pick the best player when its their turn and some just pick a lower rated player because he is best at his position in the position the team needs.

What do you think teams do more in past drafts nd now in this one?...Pick the best player available at that time? or go by needed position? - Sometimes a team gets a dream pick like when they pick the next best player rated and is exactly what they needed,but this is usually uncommon.
