    Well, now they better find out because people like us (everyone on this board) won't stand for people using welfare funds to spend it on liquor or gambling.

    That is the most troubling news I've heard about welfare in a long, long time.

    Just out of curiousity - what "oversight" was there before the Electronic Benefit Card?

    I presume that, just like paychecks which used to be handed out or mailed to employees on Friday but are now automatically deposited, welfare checks used to be issued once a month and the recipient cashed it at a bank or a grocery store or a check-cashing store and then proceeded to spend it any way they wanted.

    Did we ever "know for certain" that money doled out the "old way" wasn't spent on any of the things you're railing about here now?

    Or is this just whining about the same old thing in a new way?

    That's a good point and maybe it's true that we've never known what they spent it on. But now that we can control what they spend it on, I think we should put controls upon it, don't you?

    I mean, who could intelligently argue that people on welfare should be able to spend the "money we give them" on booze, gambling or cigarettes.

    All 3 of the tings I listed are things people can do without. Especially if they have young children. But welfare is to provide basic necessities, not to enjoy life's unhealthy pleasures.

    I don't know how things were 30years ago, but I do know that here today we have the ability to create oversight. I just read an article about some other state (I forget which one but I want to say NY) has now made it so you can't buy soda with food stamps. That's no soda. But in Massachusetts, you can get booze and scratch tickets.

    Stop being such an apologist. It's liberal government run wild.

    I think this is talking about Food Stamps. Previously there was a list of what you could use them for. I think what this article is saying is that with the EBT card people can use it more places and without the same restrictions. They can even use it to get cash(!!), which is surprising. The WIC benefit was usually tied to actual food purchases. Now it can be used for anything.

    So now it's both food stamps and welfare? We gotta get some control over this...ESPECIALLY over WIC! That's supposed to be just for children.

    I'll have to spend more time reading up on this. It's not clear to me what the rules are. What is clear is that the EBT card is for both. If the funds are co-mingled in one account, then yeah, they can use it for anything.

    The particular article which began this thread was not talking about food stamps - at least not according to the article cited:


    State officials have handed out the EBT cards since 1997 and currently award them for three programs - Transitional Aid to Families with Dependent Children; Emergency Aid to the Elderly, Disabled and Children; and an electronic version of food stamps. The food stamps program limits users’ purchases, but the other two provide cash.

    That is correct... Food stamps could only be used for food and
    no alcoholic beverages.

    The EBT card can be used at anyplace that is setup to accept
    EBT cards.... This includes variety stores. You can buy cartons of cigarettes and cases of beer instead of food if you wish.

    I understand that. What I am asking is how is this any different than it was before when they simply received a check in the mail, cashed it, and spent it. Was there some way that their spendage was monitored in the past that is not being done currently or is this the same old anger dressed up in a debit card dress and being pawned off as some new concern/complaint?

    I am not sure what those programs use to use.
    I do know that the EBT cards comes with a PIN number, just like your
    debit card from your bank. You can also use these at an ATM and
    get cash, if you locate some good stash.

    I think the food stamps work much better.
    Nobody on public assistance should be receiving cash to use on drugs,
    alcohol and cigarettes.

    i had a buddy who made a killing buying food stamps for cash back in the 70's and 80's. All the bodega's did it ... so they started the card crap.

    Let me say this ... some of the craftiest people in the world are the people who are street smart. There is a market for everything and no amount of oversight is going to change it. This is an economy in an economy.

    However ... it's not all bad as some may think. Look at it this way ... many of these people do business where nobody else wants to. You shut this down and you're back in the days of vacant lots and vacant urban areas.

    the money all gets spent and it actually keeps people employed ... on the surface it looks bad ... but that economy in the economy keeps money flowing. Look at it as liquid assets in the investment basket.
