Well, since it hasn't been verified as of yet, let me shed a little light on the UAE.

According the in-country security briefings I received when deployed there in 1997, the UAE is one of the safest spots in the middle east. Why? Seeing as the borders are truly just lines on the map, terrorist organizations (and crime orgs, for that matter) have an easy time funneling funds and materiel through the UAE. This souds like it should make it worse, but it protects the UAE from any sort of action seeing as the terrorists understand the overall strategic value, so why do anything to ruin it.

To actually attempt something like this would lock down the borders, something easily done considering it is such a small nation.

Could you identify an Al Qaeda member if he filed an application at Dubai Ports World? I'm not sure he would put that on his resume if he wanted to sneak a dirty bomb into NYC.
