I believe the reason is had anyone claimed him they would have had to fit him into the Rookie Pool which most people perfer to use on their own players.

Ingram hasn't signed yet, but the Pats still hold his rights. Unlike Davis, they have not rescinded their rights to the player.

The Pats can just let Ingram sit, they don't have to release his rights. He doesn't have any real leverage.

Yes, because everyone knows that with the Pats defense, rookies can come in and pick up the defense right away and that the Pats defense THRIVES with having OLBs who stink against the run and in coverage....

I agree, they don't. Someone suggested earlier that the Patriots use
the money earmarked for Ingram to sign Sulak. This may have been
before it was determined that the rookie cap no longer applies to
Sulak.
