Moving manzanita bush costs S.F. a small fortune

Here is what an non-government, non-crazy San Francisco values, ordinary guy would need to move a bush.
-A couple of friends to help out
    -A shovel for each person
    -6 beers per person
    -A pickup truck
-A radio tuned to either a baseball game or a classic rock station
Depending on what kind of beer you buy, and how far you have to drive the bush, you're looking at $100 MAX for costs. So San Francisco, can you explain the other $174,900?<<<<<

When your state is teetering on the brink of bankruptcy, shouldn't there be a more fiscally responsible way to do this???
