To anyone knowledgeable and kind enough to help:

When did the salary cap as we know it go into effect? 1990-something?

Was there any type of cap before then? What was that like?

I think it was 1993. I don't think there was any kind of cap at all before then. I remember Reggie White going to the Packers was a big deal because he was the 1st marquee FA.

This question has been on my mind a lot lately as some teams (Redskins, Browns, Seahawks) shoot off all their free agency ammo early in the signing period, whereas others (Patriots) bide their time and wait for the initial flurry of activity to die down.
