Are you sure about that? I'm not sure if franchise tenders are different from regular contracts, but normally, a veteran's contract for the year becomes guaranteed if he's on the roster for the first game.
Franchise tenders are guaranteed against skill, injury, and salary cap moves from the moment they're signed.
RFA tenders (e.g., Hoyer) lack those guarantees.
