Any team ANY time can claim any player off of anyone's practice squad.

Since every team always has a couple of marginal players as #52 and #53...

The practice squad of the Pats is open for business to any other team any time.

Even if Rogers and Mills had made it to Practice Squad now, it is VERY likely they would have been plucked off the squad by another team at some point during the year

    No they can't.

They cannot claim a player. Let's keep the terminology clean.

A team who wants a player on another team's practice squad has to negotiate a contract with the player.

The player does not have to sign with another team, even on the 53, just because that teams wants them.

Practice squad players are basically free agents and can sign with any team. They cannot be claimed.

Practice squads are used by every team to store players who aren't yet ready for the roster.

The big difference is that the player (if he likes the team he is with) can tell the coach... "Hey, team X just offered to sign me to their 53 and this is the contract they offered." ... that way, we have an opportunity to match the offer.

I think they also have to go to the roster, not to the other teams practice squad.

As others have said, the practice squad player is under no obligation to sign with an interested team. Sometimes teams will sign PS players to contracts no different than a regular player as incentive to stay. I know the Pats did that with Gorin and I'm sure many others.

Also, if another team was to sign someone off our PS, by rule that player must be on the new team's active roster for a minimum of three weeks.

You are correct, a player can indeed refuse a 300% raise, a place on an active roster, and the start of his NFL pension buildup. But if a team offers him a place on the roster, the current team cannot stop the deal (well they can, if the get the team to withdraw the offer).

...and if they do, Brad Childress will be there to expose it all... especially if it somehow makes him look important.

As I said, it was about keeping the terminology clean. You cannot claim a player off another team's practice squad, and the practice squad is used to store ot-ready-for-prime-time-players.
