It'll go down as time goes on. Favre was ranked slightly higher a few years back when he was fresh off his last retirement. Manning over Staubach, Unitas and Graham is a head-scratcher. Hell, I'd even consider putting "no SBs" Marino over Manning. He put up all his gaudy stats when QBs had to run for their lives and WRs got mauled.
