    Your quote stated,

"As an economy becomes richer and incomes rise, the normal expectation is that the proportion of the unbanked population falls and does not rise as is now happening in the United States."

But that's not what happened over the past 20 years when our economy grew at it's fastest rate in history. While Americans were making their greatest gains in personal wealth, we began to save less and less. At the economic PEAK, Americans savings were negative!

We spent MORE than we made! What a sick, sad statement of greed.

Underground economies have been here for a long time ... especially prevalent during periods of high immigration. It's actually a very interesting topic to discuss. But it's not anything new ... the surge in check cashing stores in the 80's and 90's was directly related to this topic.

The last time that happened...we ended up in an even worse economic situation.

Same groundwork too, hit banks hard which hit Wall Street which hit everyone else...

I agree, it is akin to saying all these people are out of work, but we do not count all the people working "under the table".. to augment their income.

As far as the comments go about tax cheats, reminds me of the situational ethics of the party of "Law and Order", try folks without due process, jamming phone lines, telling people to vote on different days, entrapment videos and stealing emails... it is very Nixonesque.
