New CBA & Franchise Tag (n' Trade)

I seem to recall part of new CBA put limits on ability of a team to apply the franchise tag for the express purpose of retaining a player with the sole intention of trading them thereafter. This is (was?) a common practice that I thought was brought up in negotiations.

Obviously its an option for the Pats to play Deion in Week 10 if he comes back, then when free agency starts, tag him so he can't go anywhere, and then trade him to the highest bidder.

However, I could have sworn that measures were put into the new CBA to prevent/restrict this practice.

Can anyone clarify?
 
I could be wrong, but I believe this is unchanged from the old CBA. It was always technically a no-no to apply to franchise tag solely to enable a trade, but that's mighty hard to prove.

Yeah, the jesters did it under the new CBA with John Abraham already.
