Hoyer led them to a 3-0 record last season, and they were actually in first place about 6 weeks into the season. With a decent enough defense, they'd be total morons not to start Brian Hoyer. It seems that CLE could be a .500 team with any semblance of a QB whatsoever. Throwing a young rookie to the wolves would be a ridiculous decision, not to mention the fact that both coach and GM have repeatedly stated that Hoyer is the starter. In my opinion, the only way that Manziel starts is if Hoyer totally sucks in about 3-4 games in a row, or he gets injured.
