The Pathers weren't in the same position as the Patriots. Cassel had already signed his tender. Peppers had not until today.
From what I can find, the Panthers are actually right against the cap and have very little room to sign their rookies. It definitely helps that they don't have a first round pick to sign. But they still have to accommodate the signing bonus amortizations of the other rookies. Freeing up the 16.68 million would make that possible and give them the latitude to sign some other players to contract extensions (Richard Marshall, DeAngelo Williams).
I'm not saying it WILL happen. I'm saying it could happen and that cap space is something that the Panthers could use.

I think the trade deadline is in October.
Any Club designating a Franchise Player shall have until 4:00 p.m., New York time, on July 15 of the League Year (or, if July 15 falls on a Saturday or Sunday, the first Monday thereafter) for which the designation takes effect to sign the player to a multi-year contract or extension. After that date, the player may sign only a one-year Player Contract with his Prior Club for that season, and such Player Contract may not be extended until after the Club’s last regular season game.
The only way the Pats will be able to get him is if they can agree to a long term deal. I don't see that happening because they're already dealing with Vince Wilfork. Let's say Brace turns out to show the Pats a little something this year. Would you rather have an elite NT or an elite pass rusher?
I'd rather have both. If I had to choose between the two, it would most certainly be an elite NT.
Let's say the Pats trade for Peppers and sign him to a long term deal before Wilfork. Assuming that Peppers transitions well at the OLB position, I'd rather have the pass rusher. Not getting to the QB consistently has killed the Pats since 2005. In fact, 2007 was a fluke because of their offense. Also, the Pats run defense hasn't been that great over the last few years. Even though I haven't seen him play, Brace certainly has the size to do well at NT.
I agree that pass rush was a problem last year but not since 2005. 2005 was wrecked because of a huge rash of injuries on the defense. In 2006, the defense carried the team to the AFC Championship (let's not forget who our major threats on offense were: An aging Dillon, a rookie Maroney, Reche Caldwell, Troy Brown, and Jabar Gaffney). In 2007, the Patriots had one of the leaders in sacks that year -- Vrabel, so pass rush wasn't the problem there either.
Also, let's not forget that we don't know what we have in Brace OR Crable.
