more teams dont trade out of the top 5 spots because no one outside of the top 5 will give up what it takes to get into the top 5.I have never understood why more teams in the top 5 dont trade out of it and stockpile players and draft picks. They are picking there for a reason, unless your BB and one smart bastard. But what happens if you pick up a players and he is a bust like Alex Smith, Tim Couch, Ryan Leaf, etc. You paid all that money on a guy who may be a complete waste of a pick. If you trade down you can build up depth, and not get handicapped by the salary so you may be able to go out and get some free agents.
Just my opinion.
like for a steelers team. they have a pretty solid team overall, they could try to trade up to the top 5, but the teams sitting in the top 5 will ask for more than what the steelers would be willing to give up. so why lose more draft picks and try to trade into the top 5, and pay a guy a huge rookie contract.
they have a solid team, they'd try to solidify their team by drafting and developing their 2nd/3rd/4th round picks and building more depth
basically teams typically dont put all their eggs in one basket
