I don't think that CLE is that far away from wild card contention, especially if they can see some reasonable play at the position of QB. Drafting a QB would go a long way towards helping this cause, along with having Hoyer as a competitive backup/opening day starter. That could be done at either 26 or even 29 with your proposal.
I would hope that the price for trading out of the 1st round would be worth more than ONE 2nd and ONE 4th round pick, but that's just me. I would hope that we could do better myself. This may be the current market in a deep draft, however.
Basically, all CLE would be giving up is a 4th for swapping spots 7 picks away. A 3rd would be much better, but it's possible this is what this 2014 draft will dictate in terms of trade value. I'm unsure of the chart, but in a normal year, I'd hold off for a 3rd myself.

I agree that would be scary, adding Robinson or Matthews to team with Thomas, or Mack to team with Mingo is also scary. The Browns has a chance to take a huge step forward.Sammy Watkins and Josh gordon? Scary.

Without question St Louis and Cleveland should win this draft, if they do not it will highlight all that is wrong with their organizations.
