I believe 40s are allowed for LBs as well.
Linebackers can wear 40s if the 50s and 90s are all taken.

Single digits, I believe. Victor Cruz wore #3 in the preseason in 2010.

The chance of a regular season roster having used all the numbers is unlikely!
10/11/12 - QB
13/14 - P/K
80/81/82 - TE
83/84/85/86/87 - WR
Going by the usual number at each position using those numbers, there would still be 7 #s left over!

If a players moves position after 1 year they can keep the number, so if a team has QBs 10,11,12, P 13, K 14, WR 15,16, 17 is retired, 18 is a RB that used to be a WR, 19 is retired, 80, 81, 82 are TE, 83 is retired, 84, 85 are WR, 86 and 87 are WRs turned DBs, 88 is a WR and 89 is retired you have 5 WRs and no 10-19 or 80-89 left, what if you want to carry 6 or 7 WRs?
