    Everyone in Britain should have an annual carbon ration and be penalised if they use too much fuel, the head of the Environment Agency will say.

    Lord Smith of Finsbury believes that implementing individual carbon allowances for every person will be the most effective way of meeting the targets for cutting greenhouse gas emissions.

    It would involve people being issued with a unique number which they would hand over when purchasing products that contribute to their carbon footprint, such as fuel, airline tickets and electricity.

    Climate change commitments of different countries Like with a bank account, a statement would be sent out each month to help people keep track of what they are using.

    If their "carbon account" hits zero, they would have to pay to get more credits.

    This has never been about the environment. Never has been, and never will be. It's about controling behavior, global government, world equality, and most importantly $traight ca$h homey.

    I love how the autocrats ignore the FACT the planet has cooled over the past 10 years. The FACT that the computer models missed how the atmosphere reacts to CO@ (Based on satellite observations).

    The meeting in Copenhagen is a total joke.

    That is a weird quote.

    First, if only those with extravagant lifestyles will be affected then there's going to be zero effect on the environment. I don't believe in MMGW or MMCC but if we are the cause of it, it's not the few driving around in Mercedes that cause it.

    Second, to "get money back", whatever that means, you have to ride a bike everywhere ?

    The only good thing about the healthcare fiasco is the obamans will use their political capital up and this will be dead in the water. obama will sign it but Congress won't ratify it.

    It's interesting that when these same exact assertions were made under the Boy King, you all rolled your eyes and made petty jokes about tinfoil hats.

    Meanwhile, energy infrastructure all over the world is collapsing before our very eyes, because the tap is running dry and there's no money to maintain it. Brazil lost power to some 70 million people, Cuba is facing massive blackouts by the end of the year, Mexico is falling apart right along with its Cantarell field, people are freezing to death in Eastern Europe at alarming rates, and England is on its hands and knees to Russia for more gas imports now that the North Sea is all but dead.

    It may be about controlling behavior and global government. You'll get no argument from me there. However, that is a function of the geological certainty staring the global economy in the face... And it has zero to do with world equality. People had better learn to power down willfully, or the planet will make it so eventually.

    Industrial nations are on the brink. And all some people can get their head around is blaming "socialism" and gay lawmakers.

    Actually, that's an interesting idea. It means that people with big homes, big cars, etc. would have to buy additional credits. Depending how it was set up, it could actually be fairly progressive. Look at it this way, if implemented here, Al Gore, with his big house and all his flying, would have to pay a lot more than most of us.

    WTF are you talking about? I've been pointing to the farce that is carbon taxing for years now. What does "boy king" have to do with this? Have you not been paying attention to what I've been typing on this subject since I joined in 2006? You're mistaken on this one bud.

    As for energy, what's that got to do with the price of banana's? This article and thread is about carbon taxing people, or MMGW for the sake of the points I mentioned, which are global government, controlling behavior, confiscating ca$h, etc.

    We all know that this type of legislation will not impact only "the wealthy" and people with large houses and large cars. It is just another liberal excuse to further take control over our lives and advance their left wing agenda.

    Reminds me of cap and tax. Why do people want to cripple our own country when the number 1 producer of (man made) greenhouse gases is just making more and more?
