He violated a league rule.

He gave his team a competitive advantage.
I am referring, of course, to Hines Ward of the Steelers. Per PFT, Hines Ward was fined $5000 for a late hit on Browns CB Daven Holly causing a concussion.
Why is what BB did considered worse? The Patriots had a video camera with tape in it. Hines Ward injured another player putting him out of action. I would argue that causing an injury to another player with an illegal hit can be construed as cheating to gain a competitive advantage. Certainly injuring another player is more serious than video tape in a camera.
Why weren't the Steelers docked a draft choice? A violation of the rules occurred.
