NE franchised him in 07 and he was free to walk.

He held out in 2007 after they franchised him, so to get him to report they agreed to not franchise him again. After that season, the Eagles threw more money than he was worth at him, and before we knew it the Ellis-Hobbs-as-a-#1-CB era was upon us.
