I think every team will at least try and take advantage of the uncapped year.

Re: Floyd Reese one of two finalists for Seahawks GM job I think the Patriots personnel are viewed a little higher to begin with based on reputation of the team. So I think that's why they seem to get more jobs than other teams. Not saying they aren't qualified because (most) are.
