I agree with the OP- - I saw her on tv earlier in the evening - - not as bad as the above and I wondered aloud whether she had had a minor stroke or something. She wasn't yet as giggly as the OP's clip, but she was definitely having trouble talking.

Meanwhile, it looks like she has a history of at least drinking wine on the set to wash down medication.
