Boy King, why do you hate the troops?

Just how much time is $324 million in Iraq these days, anyway? About 20-24 hours or so?

President Bush ‘Strongly Opposes’ 0.5 Percent Increase In Military Pay Because It ‘Is Unnecessary’

Yesterday, the House passed the Defense Authorization bill, which prescribes spending amounts for the military activities.

The bill includes a section to raise the pay for the soldiers by 3.9 percent – an increase of 0.5 percent over the Bush administration’s request. In a “Statement of Administration Policy” released yesterday, the White House asserts that it “strongly opposes” the pay increase authorized by Congress:

The Congressional Budget Office (CBO) reports that the 0.5 percent increase in troop pay would mean spending just an extra $324 million in 2009:

At the same time it is strongly opposing a slight increase in pay for the troops, the Bush administration is asking for hundreds of billions more for war. To put it in all in context, the White House wants $165 billion to continue fighting the Iraq and Afghanistan wars this year, but refuses to spend 0.2 percent of that amount ($324 million) to provide the troops a slight pay raise. Despite his opposition to a pay increase, President Bush continues to demagogue the issue of support for the troops, telling soldiers at Ft. Drum yesterday that Congress is to blame for not having passed “a responsible war funding bill.” Of course, he didn’t tell that troops that by “responsible,” he means he wants a bill that gives them less pay.

The Senate voted 75-22 for a GI Bill education benefits package that defense and service officials say would hurt the military but that veterans groups say is an overdue adjustment to make the benefit more like the World War II-era GI Bill.

The House of Representatives passed the bill last week, meaning the fate of the proposal — which would pay full tuition at a four-year public college or university plus living expenses and a book allowance — rests on whether President Bush vetoes the measure, as Pentagon officials have recommended and White House officials have threatened.

Sen. Jim Webb, D-Va., chief sponsor of the bill, said he hoped the president would listen to veterans groups and sign it, which he said would be a boost to recruiting and a reward for those who have served in the military since the 2001 terrorist attacks.

The main Pentagon objection, and there are several, is that the benefits package does not include an administration proposal that would blunt the draw of leaving the service to use GI Bill benefits by giving those who stay for six years or longer the option of transferring benefits to a spouse or children.

To piggyback on Scott’s last post on Sen. Jim Webb, I’d like to note that not only does his life story and worldview single him out as one of the most refreshing characters to grace the Democratic Big Tent in recent times, but he is learning how to get the job done on Capitol Hill – and to the great benefit of fellow veterans nationwide.

As a freshman junior senator from Virginia, Webb didn’t set out to blaze a path to glory, but instead quietly and methodically pulled together a bipartisan coalition of his colleagues on an issue dear to him and today it passed, by a veto-proof vote of 75 to 22. The legislation – of which a companion measure passed already in the House last week — will dramatically update the creaky GI Bill in order to give veterans enough dough to get through a four-year college education, depending on their time served.

Webb, who is a Vietnam vet and whose son served in Iraq, made sure the bill was bullet-proof before shopping it around the Hill and in the media for the last several weeks. It’s passage – thanks to the help of 26 Republicans – marks one of the biggest Democratic legislative victories this year, and gives them a healthy talking point in the November election, thanks to opposition from the White House, Pentagon and one senator by the name of John McCain.

President Bush wants to veto the measure, and his case is helped, if only because the Democrats attached $10 billion in additional domestic spending to the package. Ironically, the spending, which includes the extension of unemployment benefits and aid to the Gulf States, is what helped to bring some of the Republican stragglers like Sen. John Sununu, R-N.H., on board at the last minute, in part because of their vulnerabilities in the fall el

This is a new bill.

But I guess it's ok for you to rinse-repeat your tired threads about state impropriety of funds and how "awful" Mass. is on a daily basis?

Yes, we've come to understand now. Different when you do it.

Military Pay: The Administration strongly opposes sections 601 and 608 of the bill. The additional 0.5 percent increase in 2009 above the President’s proposed 3.4 percent across-theboard pay increase is unnecessary, as are increased pay raises in the outyears. The 10th Quadrennial Review of Military Compensation reaffirmed that the overall military benefit package provides a good quality of life for servicemembers and their families. While the Administration agrees that military pay must be kept competitive, the 3.4 percent raise, equal to the increase in the Employment Cost Index, will do that. The cost of these provisions, above the President’s Budget request, is $293 million in FY 2009 and $8.3 billion from FY 2009 to FY
