Can he protect the passer?

We all agree we need more foot speed on the line.
 
He's basically Brandon LaFell, great blocker, middling reciever.

Have to say "no thanks" to your no thanks. He is a #3 or #4 WR and I get that. He certainly has red zone appeal. When Foles....again we are talking Foles was the QB in the first two successful years of Chip's helm at the Eagles , Riley caught 102 passes and 11 TDs. Better than LaFell, Tyms, and Dobson by a long shot mostly because he has not missed a game in three years. Danny can't stay healthy and what happened when JE got hurt? He runs a 4.56 and has a 6.74 3 cone. He's only 28 and 6"3 and 220 lbs.
Again he is a #3 or #4 WR at best buts seems durable and maybe more productive in the Red Zone over Scott Chandler.
He is not Randy Moss for sure but what if TB was trowing to him? If you can sign him on a prove it contract, yes I would take him over Dobson and LaFell.
