If it can be spun to suggest that the Pats cheated--even in a headline that will be debunked the moment the data is actually investigated--it will be released. If it cannot be spun in such a way, it won't be released.
 
someone should set up a ball pressure webcam......

1/2 hour before each game, the ball comes out of its 72 degrees and would be able to be monitored by the entire world during the course of the game

People have already said this but, once November hits, the Patriots should take a non-league game ball out to the field every game, and do the measurements themselves.

In the clubhouse

End of first quarter
End of half

and they should put the results up on the jumbotron. It's really the only defense they'll have against league office shenanigans.
