Pretty sure that qualifies as both "non-cooperation" and "deception." Gronkowski participated in a scheme to make the world believe he has never had sex, his testimony is not credible and Roger Goodell does not believe him.

Now since he is a fair and just Overlord, he will simply follow precedent for these two violations: a 4-game suspension, as well as a rules change preventing Gronk from being used in any formation.
