As I understand it the key difference is a "independent" spotter gets to make the call if the player can re-enter or needs a Dr to go through concussion protocol. I think they can also spot a guy as potentially being injured(concussed).I understand the NFL wants to do all it can to ensure player safety is paraded as their number one concern but if they stop the game, is the timeout charged to the team whose player is suspected to be concussed? Or is it a new timeout that an offense can use to stop the clock in a 2min offense.

Seems fine to me except the NFL seems to think independent is a word that they interpret different than the rest of us.
