What if it were Ryan Fitzpatrick or E.J. Manuel?

What kind of a penalty would Fitzpatrick or Manuel get for under inflating the balls? That's the penalty, if any, that Brady should face. He should not be penalized for his fame, his accomplishments or his talent.

Fitzpatrick would be praised for being Harvard clever.

I think the others would get a shrug and a "don't do that again."
