You can easily feel Kraft's disappointment and frustration within this statement. I could see him biting his lip while trying to craft a toned down response

Wells report basically says that they can't prove anything, but it's possible they did something, and more probable than not that they did something, but does not really provide much reasoning for why it is probable.

I love how the conclusion is based on the fact that the science does not account for the drop, not that there is any evidence that the attendant actually did anything.
