Looks to me like its a possible situation where Wilson's height had something to do with it. He had to keep the ball high to get it over the O and D linemen.

That's quite possible, though Wilson has a high release point and the ball appears to travel down just a bit. His footwork and overall mechanics on this pass weren't that great. Not sure if that is due to trying to compensate for lack of height, or if it's just shoddy mechanics.
 
If you look at a GIF of the play, you'll see that Lockette was facing back towards Wilson, the ball was up around his shoulder pads and was about 1 foot too far inside. If the ball had been placed center mass, the best Butler could have done was broken up the play.

I agree Lockette was led too much. But I don't think Wilson could have thrown the ball much lower (certainly nothing like where Brady threw it to LaFell) because I don't think the ball would have made it over the linemen if Wilson tried to throw it like that.

Quite easily the best single play I've witnessed in my lifetime. Vinatieri's kick and Papi's grand slam against the tigers are two others that come to mind.
 
I think of all the people that could be blamed it goes Carroll, Wilson, then way down Lockette. Even at Wilson, I think the design of the play is so quick, and Butler's play so unlikely that it probably never occurred to Wilson that anyone would close that quickly and make an INT. He would have had to process Butler's jump very quickly.

Carroll IMO, deserves more blame, but not because he called a pass play.

Probably the biggest issue is that he ran a pick predicated on Kearse powering through Browner for the pick.
