Mini-Camp with or without pads?

For some reason I forget; is next week's mandatory mini-camp with or without pads?

Players can wear helmets, but no pads are allowed (other than elbow pads), and contact drills are not allowed. Players can only be on the field for a maximum of 3½ hours per day, and if a team holds two practices in one day then one of the practices has to just be a walk-through.
