I thought so until I read this article:

MINNEAPOLIS (AP) -Sebastian Telfair signed his new contract with the Minnesota Timberwolves on Wednesday, a two-year deal that includes a player option for a third season.
The Timberwolves had declined to extend Telfair the one-year, $3.5 million qualifying offer for which he was eligible, making him an unrestricted free agent.

It's got to be a pretty low $ contract I'd guess - which gives Telfair a huge incentive to play better - but doesn't prevent the T-Wolves from finding a better player or adding a big salary in the future.

So while it doesn't improve the team it's not the worst move either. But your overall point is correct - staying with Telfair doesn't look to improve the team at an area of need.
