Why are the top pick packages so high?

Is it a "reward" merely for being picked so high? A recognition of talent? Or is it a "compensation" for playing for a team that stinks? In other words--is it at least possible that, if the Pats end up with a top 5 pick, they might get a break on the expected signing bonus because they're a lot more likely to compete for a ring?
 
Ah, but agents don't get rings. :)

So it's just greed, pure and simple?

Pure and simple answer? The salaries are slotted by position. It's that simple. Deviating from the salary slotting would get the player's union in an uproar. The agents also obviously don't want to take a penny less than they feel their clients can get.
