So what if after all this, the Commish says "I don't agree with the findings of the committee, but some clarifications of the rules are needed"?
Is that more than just wishful thinking? In other words, can he do that? Is that even a remote possibility?
Or, along the same lines, can he say, what BB did was wrong, but within an interpretation of the current rules? No penalty warranted.
