Why can't you believe it? What possible incentive would Samuel have to show up early in camp, run two a days, take part in pre-season games and risk injury?
Obviously he's not getting a dime more under the Franchise Tag no matter how early he reports to camp. He'd be stupid to unnecessarilly risk injury.
Therefore the ONLY thing that would make sense is for him to wait until 2 weeks before the season starts to show up and sign the tender.
