Biggest bust, BB era Ras I Dowling.
Chad Jackson was a bigger bust than Dowling. Dowling had like, 3-4 games where he actually contributed.
Based on draft position, it has to be Sims. Though Eugene Chung was no slouch.
But with Sims it was the injuries that killed his career. When healthy he wasn't a bad player. Not worthy of the first pick in the draft but not Vernon Gholston either. Chung just flat out sucked.
Ken Sims -- 1982 (No. 1)
Before Allen Iverson, there was Ken Sims. The top overall pick in 1982 was known for his lousy practice habits and was called "Game Day" because he responded to criticism by saying "I'll be there on game day." Except he wasn't. He only played more than nine games in a season four times, recording 17 sacks in his entire career.

You're thinking of a different Kenneth Sims, perhaps. The Kenneth Sims who was drafted #1 overall by the Patriots was hot garbage.

Wasn't Ras I the first pick in the second round? That's pretty much a first round pick. He played 3 games and spent the next 2 years on IR.

Since my favorite picks for busts were already mentioned, I will throw a wild card out there - Irving Fryar.
Tavon was not that bad as a rookie, he made mistakes but he contributed a lot more than players like Dowling, Jackson, Bequette and other during their tenures here.There are so many of them, but my choice is:
