As a rough approximation, I always assume people deserve at least the honor that is one level below what they achieve are awarded.
So, since Edelman actually took quite a few snaps from Welker last season, I conclude that Edelman at least deserved to be serious competition to Welker for snaps.

This team is not in a position to let offensive players who are familiar with the system and have actually produced on the field, in a variety of roles, go. If Edelman is healthy, he must stay.

Which ended up being a terrible move. Might have won #4 in 2011 with one or both of those guys on the team.

Maybe I'm reading too much into this but this doesn't exactly sound like a ringing endorsement of Edelman's chances to make the roster. Sounds like Bill is telling him "stay healthy or else".
