Lockout and Player Conduct

I was just wondering, since there is a lockout and the CBA is done. Can the NFL fine a player for bad conduct?

I was done in Orlando and I ran it into a couple of players that were having a very good time. When I asked them iof they were worried about the league fining them they just laughed. They were not sure if there will be a season this year.

I find it interesting that some players are using this time to really, really kick back.

As opposed to this:

Gronkowski explained to NFL.com that he has been working out at Bommarito Performance Systems in Florida, along with receiver Wes Welker and other defensive teammates. Gronkowski expects more of his teammates to show up next week.
